I have the honor to request - the. Government to propose my candidature for the Nobel prize of 1919.
By the "Code of Statutes" of the Nobel Foundation,it is essential that every candidate for a prize under the Will be Le proposed as such in writing by some duly qualified person, and must be handed in at Stockholm before the ist. February 1910. I am advised by His Excellency The Governor that as Hongkong is not a "state" under(E) of the enclosure to Your Excellency's circular despatch of 23rd of last September showing additional rules from the Nobel Institute for proposal of a candidate, he does not consider such proposal can come from him.
The procedure laid down in paragraph 8 of the Statues is:-
"The grounds upon which the proposal of any candidates name "is made must be stated in writing and handed in along with "such papers and other documenta as may be therein referred #to.
These grounds to accompany my papers are the following:- THESES. (1). Original research on the occurrence of Platinum
metals, with discovery of the function of Osmium in the bisintegration of rocks, and distribution
of osmium oxide.
(2)Cause and origin of Malaria in Tropical dountries,
(3) Toxicological effect of osmio tetroxide, described
as attributed to sondensed oxygen or ozone contained
in it.
